CITY OF SARNIA NOTICE OF PUBLIC MEETINGS
Please be advised that public meetings of City Council are scheduled for Monday, March 19, 2018, at 4:00 p.m. in the Council Chambers at City Hall, to hear the application listed below. Please check with the City Clerk for the time when these applications will be dealt with.
Persons wishing to speak to these applications are requested to notify the City Clerk on or before noon, Wednesday, March 14, 2018, in order to be placed on the agenda, although anyone in attendance will be given an opportunity to address Council on these matters.
Official Plan Amendment No. 8 and Rezoning Application 13-2017-85 of 2002 are submitted by Zelinka Priamo Ltd., on behalf of the owners.
Please be advised that applications have been received to convert the former St. Peter’s elementary school into a retirement community on the subject site (see AREA MAP). The proposal includes the conversion of the former school building into a 28 unit retirement home and a new 4 storey addition to the east of the school with 75 additional retirement home units.
More specifically, the applicant has proposed the following amendments to the Official Plan and Zoning By-law:
- Amend the Official Plan by changing the designation of the lands from Urban Residential to Apartment Residential.
- Amend Zoning By-law 85 of 2002 by changing the zoning of lands from “Urban Residential 2-1 (UR2-1)” to a site-specific “Urban Residential 5-28 (UR5-28)” zone that would permit a retirement home and provide the following zoning regulations:
- Minimum front yard setback of 6.0 metres
- Maximum lot coverage of 43.3%
- Minimum landscaped open space of 32%
- Minimum side yard setback of 1.4 metres
- Density of 108 units per hectare
- Minimum of 52 parking spaces

A planning rationale, conceptual site plan, shadow study, traffic assessment, sanitary sewer design sheet and building rendering have been submitted as part of this application. These documents are available in the Planning and Building Department at Sarnia City Hall, located on the third floor at 255 Christina Street North.
Copies of the comments of the various City Hall Departments and other agencies who have reviewed this application, the Planning Department's planning reports with recommendations, and copies of the proposed zoning by-law amendment will be available at the Planning and Building Department, 3rd Floor, City Hall, on or after Friday, March 16, 2018.

PLANNING ACT INFORMATION FOR REZONINGS
a) If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Corporation of the City of Sarnia before the by-law is passed, the person or public body is not entitled to appeal the decision of the Council of the Corporation of the City of Sarnia to the Ontario Municipal Board.
b) If a person or public body does not make oral submissions at a public meeting or make written submissions to the Council of the Corporation of the City of Sarnia before the by-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
PLANNING ACT INFORMATION FOR OFFICIAL PLAN AMENDMENTS
a) If you wish to be notified of the adoption of the proposed official plan amendment, or of the refusal of a request to amend the Official Plan, you must make a written request to the City of Sarnia, P. O. Box 3018, 255 Christina St. North, Sarnia, Ontario. N7T 7N2
b) If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Sarnia before the proposed official plan amendment is adopted, the person or public body:
i) is not entitled to appeal the decision of the County of Lambton to the Ontario Municipal Board; and
ii) may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
