City Council Highlights - January 21, 2019

Reported out of the closed meeting. Sarnia City Council met in closed session to discuss:

  • Citizen appointments to the Sarnia Police Services Board and the Court of Revision Under the Drainage Act. No votes were taken other than to give direction to staff to provide notification of the appointments and make them public at the next regular meeting.
  • The Chief Administrative Officer Recruitment Process and Appointment of Interim CAO. No votes were taken other than to give direction to staff to proceed with the recruitment process and to proceed with an Interim CAO appointment schedule.
  • Litigation or potential litigation and advice that is subject to solicitor/client privilege with respect to a contract dispute. No votes were taken other than to give direction to staff regarding litigation.
  • Instructions to be applied to negotiations to be carried on by the municipality with respect to the renegotiation of a license agreement.

 

Held a Special Meeting with the Sarnia Police Services Board at 3:00 p.m. to hear a presentation from PALIDOR Radio Communications Consultants regarding the Police Radio Communications Project.

Heard the following delegations:

  • Paul Beaudet, Sandi Spaulding, and Roger Hay regarding the Sarnia Heritage Log Cabin;
  • Donna Kelso, Seaway Kiwanis, regarding the log cabin at Canatara Park;
  • Dan Stewart regarding the proposed location of Sarnia Police Services Emergency Communications System tower at Fire Station #5.

Passed the following resolutions related to the Police Radio Communications Project, which has an anticipated total cost up to $5,233,000:

  • Authorized $821,700 in additional funding for the Radio Communications Upgrade project, through the Police Operating Contingency Reserve and the Capital Reserve with a payback plan in 2020 and 2021;
  • Accepted the proposal submitted by Spectrum Communications in the amount of $609,628 (including non-rebateable HST) for the supply and construction of Radio Communication Towers, and that 15% contingency is also committed based on the undetermined geotechnical analysis of the tower sites, for a total commitment of $701,072;
  • Accepted the proposal by Spectrum Communications in the amount of $3,800,000 (including non-rebateable HST), for the supply and installation of a Radio Communication System;
    • A Radio Communications System includes radios, dispatch consoles, backup 911/dispatch centre enhancement, radio receivers and transmitters, and wireless backhaul system. The 911/Communications centre dispatches for both police and fire officers;
  • Authorized an increase of $110,000 (bringing the total expected cost for consulting services to $315,000 including non-rebateable HST), for PALIDOR in relation to the design through Commissioning for the Radio Communication Project.

 

Approved the by-law for the 2019 Interim Tax Levy. This by-law allows the City to collect property taxes on February 27 and April 29, 2019.

 

Approved Short-Term Borrowing for Current Expenditures for the Year 2019. This allows the City to meet current expenditures for the year until taxes are collected.

 

Accepted the tender submitted by Carrier Centers in the amount of $347,723 (including non-rebateable HST), for the supply and delivery of a tandem axle plow truck.

 

Amended the Traffic and Parking By-Law to institute ‘No Parking Anytime’ on the south side of Michigan Avenue in front of Alexander Mackenzie Secondary School (210 m East of Murphy Road to Cambridge Crescent).

 

Approved increases to Mayor and Councillor salaries to mitigate the elimination of the one third tax-free non-accountable expense allowance.

  • Total remuneration for Mayor is $80,435;
  • Total remuneration for Councillors is $23,072 each.

 

Rejected all proposals for Integrity Commissioner Services in effort to seek additional proposals and broaden the scope of potential bidders in the interest of the Corporation.

 

Approved the proposed Agreement of Purchase and Sale received from Lou Longo Holdings Inc. for a parcel of land in the Sarnia 402 Business Park.

 

Directed staff to move forward on the formation of an election committee, to begin meeting after the deadline for candidates to file their financial statements (March 29).

 

Authorized the creation of a short term Council Review Committee consisting of no more than four members for the purpose of reviewing the Code of Conduct and the Rules of Order, and to make recommendations to Council of any changes with a report back not later than the end of February 2019.

 

Approved that City of Sarnia Indemnification By-law be referred by Sarnia City Council to City Legal Staff and, if necessary, outside legal staff, to be reviewed and updated.

 

Directed staff to work with plaza representatives at Kaymar Crescent to discuss the installation of parking infrastructure.

 

Directed staff to produce a report identifying third party audit options regarding the Centennial Park remediation project and Sarnia Harbour construction project.

The next Regular Council Meeting will be held at 4:00 p.m. on Monday, February 11.
