City Council Highlights - March 25, 2019

Held a special meeting and endorsed the Parks, Recreation, and Culture Master Plan.

  • The purpose of the 2018-2033 community-supported plan is to provide policy framework to manage, sustain and direct future development and redevelopment of recreation services, leisure programming, events, parks, waterfront, beaches, public open space, trails, cultural opportunities, development, recreational facilities and related amenities in a cost effective and proactive manner consistent with industry best practices; and
  • Directed staff to report back regarding public use of the YMCA pool.


Reported out of the Closed Meeting: Sarnia City Council met in closed session on March 25, 2019 to discuss:

  • Personal matters about identifiable individuals with respect to citizen appointments to the Election Committee, Council Compensation Committee, and Committee of Adjustment. No votes were taken other than to give direction to staff to advise the successful candidates and make the appointments public at the next regular meeting;
  • A proposed or pending disposition of land by the municipality. No votes were taken other than to give direction to staff; and
  • Litigation or potential litigation and advice that is subject to solicitor-client privilege with respect to the renewal of an agreement. No votes were taken other than to give direction to staff.


Heard a delegation from Steve Loxton, Friends of the Cull Drain Bridge.

Approved the current location at 1133 Colborne Road for a new fire station build and demolition and directed staff to report back on possible opportunities for subdivision of the property.


Accepted the following tenders:

  • Trane Heating and Cooling in the amount of $244,244 (including non-rebateable HST), for supply of the required cooling equipment as part of the Cooling System Repair Project at the Sarnia Library;
  • Kucera Farm Supply in the amount of $120,891 (including non-rebateable HST), for supply and delivery of a backhoe and accessories and trade in of existing unit;
  • Birnam Excavating Ltd. in the amount of $7,707,106 (including non-rebateable HST), for the construction of a new sanitary sewer and forcemain on St. Andrew Street connecting to Water Pollution Control Centre, as part of the overall Sarnia Sewer Upgrade Project; and
  • Carlington Construction Inc. in the amount of $773,292 (including non-rebateable HST), for required rehabilitation of the Blackwell Side Road Bridge.


Authorized the Amending Agreement to the Public Transit Infrastructure Fund Phase One Transfer Payment Agreement including any future amending agreements.

  • The total Federal Government contribution is $1,765,608 covering 50% of the total costs for the City’s existing projects such as the purchase of transit buses and a fuel storage tank.


Authorized the purchase of an eight-metre high floor accessible van (Care-A-Van) from Overland Custom Coach Inc. in the amount of $147,387 (including non-rebateable HST).


Granted a temporary two-year seasonal exemption from the Noise By-Law to Paddy Flaherty’s Irish Pub for the amplification of live music on Friday and Saturday evenings until midnight from June 1 to September 15, yearly, and on Sunday, June 30, 2019.


Approved the Draft Plan of Subdivision Application for 220 Mitton Street North (former Sarnia General Hospital site), to permit 11 single-detached dwelling lots fronting onto Essex Street and two vacant commercial blocks fronting onto Mitton Street North, Mackenzie Street North, and George Street.


Passed by-laws to provide for the indemnity and defence of City Council members and employees of the Corporation against liability incurred while acting on behalf of the municipality.


Accepted the following proposals:

  • 959669 Ontario Inc. in the amount of $25,300 (plus HST), payable to the City, for a three year agreement to farm City-owned lands around the Research Park; and
  • Donald Jackson in the amount of $3,000 (plus HST) for a three year agreement to farm City-owned lands located on Lakeshore Road.


Approved an amended lease with Cushman Wakefield for the police training centre at Lambton Mall effective September 1, 2019 and for the remainder of the lease period, and designated the space a Municipal Capital Facility effective September 1, 2019.

  • This amendment is for a relocated and larger leased area, from 4,360 sq. ft. (current lease) to 8,518 sq. ft., which is an increase of $2,475 per month.


Directed staff to prepare a report on the current status of the Cull Drain Bridge and the possible future options to be discussed at the next regular meeting.


Directed staff to produce a report regarding the re-establishment of the kiosk reception desk in the lobby of City Hall.


Received and filed the following statements:

  • Council Statement of Remuneration and Expenses 2018;
  • 2018 Public Sector Disclosure Act, 1996;
  • Senior Staff Remuneration and Expenses 2018; and
  • 2018 Mayor and Council Budget Utilization.


Received and filed the 2018 Annual Report Card for the City’s Corporate Strategic Plan.


Received and filed the Development Charges Background Study and the proposed development charges by-law.


The next Regular Council Meeting will be held at 4:00 p.m. on Monday, April 15.
